College of Education

Leroy serves as the Finance and Contracts Manager at the College of Education. With a passion for budgeting and finance, he comes to Oregon State University with over 20 years of experience working in public sector budget, finance, and grants management.   Leroy is a first-generation college student, and earned his Master’s degree in Public Administration at Troy University in Troy, Alabama.
